Proposal of a Child - Kazakhstan
1. After completing your home study and submitting your complete document package to the authorities in Kazakhstan a proposal is made to you.
2. If you agree to adopt this child you will inform your agency and your agency will request that the B.C. Ministry for Children and Families issue a Letter of No Objection. Once you receive confirmation that your letter of no objection has been sent to our coordinator in Moscow will complete the following documents.
3. An Application for Permanent Residence is completed by our coordinator in Moscow.
This enables the Society to have the medical for your child completed in Russia or Kazakhstan and sent to London.
4. The Canadian Embassy requires a new document stating that you are aware of the medical condition of the child
and agree to adopt him. This document must be signed in front of a notary and faxed to the Embassy in Moscow.
You must take the original with you and present it to the Canadian Embassy when you are completing the paperwork
at the Embassy after your adoption.
5. Once the child has passed their medical the Embassy issues a Conditional promise of visa guaranteeing the
child's admission to Canada providing the child meets all statutory regulatory requirements of the Canadian government.
Our coordinator sends this document to the Region you will be adopting from.
6. The Kazakh authorities upon receiving your document package prepare your Letter of Invitation which is sent to the Kazakh Consulate in Toronto.
7. Kazakhstan requires that you spend 2 weeks with the child in the orphanage prior to the adoption taking place. This allows you time to make sure that this is the child you want to adopt and for the bonding process to begin to take place between you and the child. Usually you attend court on the 14th day. This is a 14 day waiting period for the adoption to become final. Only after the 2 weeks is up can the coordinator begin to process the new birth certificates, passports etc for your child. Usually the adoption of a child in Kazakhstan requires 5 1/2 weeks including your travel etc. Both parents must spend the 2 weeks with the child in the orphanage but after court 1 or both parents may return to Canada. Usually 1 parent remains in Kazakhstan as you are able to take the baby to your apartment after court.
