Proposal
of a Child - Russia
1. After completing your home study and
submitting your complete document package to the
authorities in Russia, a proposal is made to you.
Russia requires that you make two trips. The
first trip is to identify and agree to adopt the
child proposed to you and the second trip is to
formally adopt the child in court. You will need
a Russian Visa for both trips.

The first trip. This trip is usually is about 1
week. Only one parent is required to go but if
the second parent chooses not to
go, they must sign a Power of Attorney which is
presented to the authories in Russia. You spend a
couple of days with the child and make sure that
this is the child you want to adopt.
Second trip. You usually arrive a couple of days
before your court date. You spend some time with
your child. There is a 10 day waiting period for
the court decision to become final but the court
has been waiving this requirement. After court,
you may pick up your child from the orphanage and
take the child to the hotel or home stay. It
usually requires about 3 days to complete the new
birth certificate, passport etc.
2. Petition to Adopt
This document is usually completed in Russia
during your first visit. It states that you wish
to complete the adoption of the children that has
been proposed. At the same time, your Agency will
request that the B.C. Ministry for Children and
Families issue a Letter of No Objection. This
letter is sent to Immigration. Immigration
forwards this letter to the Canadian Embassy in
Moscow. Once your file is opened and we receive
confirmation, our coordinator in Moscow will
complete the following document.
3. An Application for Permanent Residence is
completed by our coordinator in Moscow. This
enables the Society to have the medical for your
child completed in Russia or Kazakhstan and sent
to London.
4. Once a Petition to the court is signed, the
authorities in Russia will apply to the Data Bank
in Moscow for a Letter of Release. At the same
time, the authorities send you an invitation to
come to Russia for the adoption. You send this
invitation to the Russian Embassy and a visa is
issued for your visit.
5. The Canadian Embassy requires a new document
stating that you are aware of the medical
condition of the child and agree to adopt him.
This document must be signed in front of a notary
and faxed to the Embassy in Moscow. You must take
the original with you and present it to the
Canadian Embassy when you are completing the
paperwork at the Embassy after your adoption.
6. Once the child has passed their medical, the
Embassy issues a Conditional promise of visa
guaranteeing the child's admission to Canada
providing the child meets all statutory
regulatory requirements of the Canadian
government. Our coordinator sends this document
to the Region you will be adopting from. When the
authorities receive this Conditional Promise of
visa they set a court date.
